Amazon will let literally anyone self-publish and (try to) sell pretty much anything. Gonna go with the crowd here and suggest this dude is rocking some serious unmedicated schizophrenia, the paranoia + word salad rambling is kind of a dead giveaway. Alas for the fall of geocities, I guess?
Edit to add: alternatively, if it's not due to setting the prices himself (hard to believe, but hear me out for a second) it's because someone has already discovered the guy's work and appreciates it as the profoundly unique piece of outsider art that it very well could be. For example- have you heard of Latawnya the Naughty Horse? (Bonus dramatic reading of same; there are many, many more.)
