This should meet all of your criteria. I'm waiting for mine to come in. And as for the pass through charging I wouldn't worry about it, Its only going to deliver power if it recognizes your device as having TB3 charging.
Assuming you want to use the two TVs in extended video mode (not mirrored), then you'll need to have them connected to separate Thunderbolt ports.
One option is what u/wamj said, where you get an adapter that has an HDMI out port as well as a USB-C power input to the laptop. This will be to connect one of the TVs. The 2nd TV will need a USB-C to HDMI adapter plugged into the second Thunderbolt port on the laptop.
Second option is to get a Thunderbolt hub. The hub needs to have an HDMI out port as well as a Thunderbolt pass-through port. One TV will be connected to the HDMI port, the second TV will need to have a USB-C to HDMI adapter plugged into the Thunderbolt pass-through port. This is a more expensive option. I am using this Thinkpad Thunderbolt 3 dock in this kind of configuration with a 2018 Mac Mini and 2 HDMI monitors.

Connecting it to the usb-c doesent seem to work. Do you guys have a solution for connecting two monitors to my surface book 2. I have a surface dock........but god damn it sucks. everytime i start the surface up, It doesent find my monitors, or fucks up the scaling. It's different allmost every time I start it up. So therefore I tried the Lenovo dock. But it doesent find the monitors. Is the any way that this dock could work, any setup I am missing?

This is the official Lenovo Thunderbolt 3 Dock with lots of ports. Pro: its power adapter is identical to the Yoga 720 15 power adapter. Con: It doesn't have a power output to charge the Yoga 720 15.
A cheaper (but worse) solution would be getting one USB 3.0 or USB 3.1 (A) dongle with dual-monitors support (like this one and another USB 3.0 (A or C) dongle that's a USB hub for your mouse, keyboard, scanner, and DVD burner.
I would highly recommend getting one that is Thunderbolt 3 capable. I rather buy one used than get a USB-C, nonthunderbolt dock. All of the USB-C docks will drive the dispaly outputs using a software chip. The thunderbolt 3 docks can use a display port signal directly on the laptop, which works much better.
