while your statement is technically true, LEDs don't use power in the same way that incandescent bulbs do. The electrical characteristics are much different.

It seems to dim fine. Be sure your bulbs are dimmable also obviously.
You will need to get different bulbs. It says right on the package "non-dimmable".
Assuming this is not a 3-way circuit (there is only one switch controlling the fixture) it should be an easy fix.

Those bulbs are not UL LISTED. And the comments on them are absolutely horrible.
No. As marked on the switch, "for incandescent fixtures only." LEDs need LED/fluorescent-specific dimmers, like this one.
If you try to use the incandescent dimmer with the LED, chances are your lights will dim unevenly, only dim part of the way, or dim a little and then turn off completely. This is because your incandescent dimmer is designed for the electrical characteristics of incandescent bulbs, which are quite distinct from those of LED bulbs.
