Regarding the monitor, you could get one of those tiny, portable ones like this:

That would let you configure things and run the software, at least, though it's not a very good solution for actual coding.

When I got my VR rig, I took a serious look at the ASUS gaming laptops. The specs look nice, and I'd put more trust in ASUS than DELL (I've been screwed over by DELL all too many times). In the end I put together a mini-ITX in a very small, but not tiny case:

It's big enough for a full-size graphics card and liquid cooling on the CPU. Cooling (and price) is the main reason I went for the mini-ITX form factor. It's still reasonably portable, but you can add fans and coolers into it if your CPU runs hot.
