I went to my local toy store and said "I'm putting a two year old on a cross country flight tomorrow, what have you got for me?" and the guy was like "let me get the clipboard" and had a huge helpful list.
The biggest hit by far was just a single one of these popping tubes that he LOVED and which has remained a favorite to this day.
I also got a magnetic ball puzzle that was fun for a while and now comes along with us to restaurants for when we need to keep him busy for a few minutes, since it's conveniently portable.
I also got a sticker book where you match colored dots to a picture, but he didn't care about that one as much.
