Considering the resale costs of Legacy Megazord/Titanus your best option would be just picking up the full Soul of Chogokin line.
Legacy Megazord goes for ~$250-$300+ depending on if you're fine with a used one, which means the stickers and whatnot have already been applied. You can pre-order the restock of Soul of Chogokin for around $300, which has no stickers in favor of being fully painted and is by far a better figure. There is no reason to spend so much on eBay for Legacy Megazord while SoC Megazord goes for the same price, and that fact is most likely going to lead to another sell out.
Legacy Titanus varies wildly between $400-$500+ depending on your luck (you should have seen it before SoC Titanus was announced) and while it's a really well done figure you can pre-order SoC Titanus for $280 - we'll know more about how it compares when it releases this year.
The only one you'd save money on is Legacy Dragonzord compared to the SoC version. For the MSRP, Legacy Dragonzord is a fantastic stand alone figure that I'd happily recommend over the SoC version if you aren't interested in displaying it in the various transformations. If you want to display them as a combined Ultrazord though, SoC is the way to go at this point due to the high resale prices.
A second, "frugal" option would be picking up Legacy Dragonzord, a resale Legacy Megazord, and SoC Titanus if we get confirmation there's enough room to seat the Legacy figures for Ultrazord mode. I know a few people that are missing Titanus waiting for just that. In your case I'd make the argument that the SoC Megazord is such a big upgrade from the Legacy version that it's worth the extra cost when you're starting from nothing.
I never had the old legacy dagger from the 90s growing up. I actually didn't mind because it kinda sucked, but Bandai is making one and it looks fantastic. I pre-ordered that as well, and Dragonzord.
