I used to take my Shih Tsu everywhere on my scooter in a front pack, like This. Usually short trips, but once did a trip of more than 200 miles in one day. It's important to keep their head tucked inside the bag. If there's any chance they will want have head out, be sure you put Doggles on the dog to protect eyes.

This is the pack I use for her. It's not perfect, but it works. She likes to ride sideways in it so she can lay down which makes it a bit imbalanced but not bad.

I have the outward hound front carrier and have used it several times. It's not expensive and I haven't had any issues with it.
