As far as pulling goes, you could try a Gentle Leader. It's a strap that goes around the neck and over the nose before attaching to the leash. It works by controlling the head; if the dog starts to pull, the Leader guides their nose back around, and the dog ends up facing toward you rather than what they were pulling toward. It worked wonders with our Great Dane. They're such big dogs that it doesn't take much effort for them to overpower a human. He wasn't the sharpest crayon in the box and always wondered how he managed to turn himself away from the squirrels he wanted to chase, but he eventually just accepted that he couldn't go after them.

Regarding his mistrust of other ethnicities, you can try counter-conditioning and desensitization. A quick Google search will give you some great guides and how-to's. It would be best if you could have friends of various skin tones help you in your training. But, if you live in an area that is not very culturally diverse, then I'm not sure what to do. Go on Craigslist and hire people for an hour at a time to train at the park?

The best thing I’ve found to walk a giant St. Bernard but also a an extremely determined low-gravity Basset Hound is a gentle leader. No pain involved, not a muzzle, they can still eat and drink and play, it guides them by their noses and will pull their nose to the side if they tug. Dogs lead by their noses naturally so they’ll stop the behavior which results in their nose being guided away. Has taken just a few times with it on for all my dogs to get used to it. Edit: I’m a 5’5” small-average lady. I have 0 arm strength. So these have been a lifesaver for me.
