Basically a $400 tablet for $200. Just make sure you get a good return policy, I've gotten several refurbished electronics and never had an issue. This tablet plays Hearthstone great as well as a bunch of other, more intensive game.
I have an older Galaxy note 10 that I used that I'll sell you for $99. Worked nicely when I used it. The app I had was nice for notes too.

This is the correct answer. If you're going to draw, you'll likely want pressure sensitivity, and there's not much choice outside the Note series.
