A tiny bit over your budget, but one of these things are invaluable to paramedics/EMTs/cops.

I was a cop and a paramedic a few years back and it was my most treasured item on the raod.

Edit: I just noticed that the one I linked was only 6x10 so you don't want to get that one. The 9x12 is the one that you'd want to get, but that is $19.99 so it may be too spendy for ya.

I went to Staples and they didn't have any aluminum ones in store so they said order online. It costs almost twice as much:
