Yes. The web site has photos with detailed dimensions for each of the ones they sell, and this one comes with no holes cut in it so you can cut to fit. But I've never fit one to a bike that didn't come with one, and I can imagine it being rather tricky.
So a little more shopping, and I find this Simcoe Roadster 3 sp for $231 in large, blue. Closeout price so you might need to act fast. There's also a 7-speed version and a 1-speed, though you won't get the 1 speed any cheaper than this 3.
