Pedals come in different models and two different 'screw' sizes with which they attach to the bracket/cranks, "Screw thread 1/2 inch" is used for a 1 piece crank, 9/16" screw for all others.
If the thread is still ok in the cranks you can just install them, but it is possible only the 'platform' part of the pedal is gone and the axle is still connected (a simple rod).
If the wheel scrapes against one of the chainstays you can probably loosen the rear axle nuts and adjust that, if it rubs against the seatstays then the wheel bearings might need tightening (or something else is wrong with the frame).
You do need some (metric) tools for that, searching the web for Toronto, DIY bicycle repair and visit one (or more) of those shops would be a good start (and/or visit GCN).
