I think it's been removed from Origin because of Sims 4 launch. I couldn't find it either. But I did find it on Amazon, Ultimate Collection for 23 bucks from one guy.

One of the answers says it may work. I think there is a fix to Simcity 4 on windows 10 but I’m unsure, it’s worth a google search though :)
