From the pics, it looks like it has a snap on the top, so I'd assume its pretty easy. Just lay it flat on the floor, have your dog put his paws in holes, pull it up and snap :)
I have the voyager no-pull harness. It works really well for him, and it was great for my other little guy when he was around.
