I would get this Yamaha YAS108 refurb $100 and not look back. It will be better than anything for this price and you can add in a powered sub for more low end if you want.

he can get the Yamaha 108 for $87 refurbished by Yamaha

this is basically the Costco model and is identical to the 108, same firmware and specs/features

would you say this is the best deal for him to get ?

the regular yamaha108 is $150 refurb and $200 new, I don't know how I found this cause is not coming up in amazon search , ill be getting this tomorrow and report back how it looks and if is the real 108 Costco version or an amazon title mistake

For the TV I would suggest the 65" TCL 6 Series at $800 bucks. The 75" is would be a better for the distance you have but it's double the price at $1500.

For sound, I just purchased this soundbar for $100. The sound is easily 20 times better than my regular television speaker, it's simple to setup, and you can control it with your regular television remote using HDMI ARC.

Alot of people here will outright hate SoundBars, but keep in mind even a basic 2.1 setup from here costs $400+
