Depends on what you're looking for him or her.

If you want some thing that will allow them to play around with their managerial skills, I would recommend Rollercoaster or Zoo Tycoon, depending on where their interests lie. The two are good due to being relatively forgiven for kids, offering a lot of creative freedom, but at the same time having enough simulation to convey actions and consequences to the player. I played both at a very young age (about 8-9).

If you are looking for something that'll let them experiment with the growth of societies, I would recommend Simcity 3000 or the new Sim City 2013. I would stay away from Simcity 4 as it's more detailed and nuanced in it's simulation than either of the other two and probably would not hold his or her attention. If you are looking for something less modern, I would point you to the settler's series, though I have never played them.

Finally, if you're looking for something more emphasizing wilderness survival, I would recommend Minecraft or Terraria. The two would be forgiving enough and easy enough to grasp for a six year old I think, and offer a lot of creative freedom for them to really play. Another perk is that these games probably require less patience than the other's as there isn't as long a "build-up" phase.

Finally, if you're looking for a game that is just REALLY similar to banished but more forgiving, I would point you at games like Towns or Gnomoria. The two are likely more accessible to kids, but I would venture to say that they are also more complicated than Banished and in some ways, harder to master. The two feature a lot more features than Banished, which is a lot more focused, and it might be overwhelming.

Hope my suggestions help! And if you want the child to grow up with a dark sense of humour and expose him to the glorious career of dictatorship, there is always Tropico (note: this is not actually appropriate for children).
