You want your kettle to boil fast. This minimizes heat loss from the surface of the kettle. To take it to the point of absurdity, if you keep dropping the power output of the kettle, you'll eventually end up with a product that can't even get the temperature above 50^o because the rate of heat loss exceeds its wattage.
The ideal would be a device that instantly heats to boiling only the water you're using, not the devices we currently have that heat an insulated tank. But that's a pretty tall order from a domestic power supply - even with a 100% efficient heater, for a 250ml cuppa you'd have to dump 94kJ of energy into the water over the 5s or so you spend filling the cup. Not too many 19kW appliances in the home (about the energy output a car needs to go 50 mph).
