Ah, the P0446. Very common on the 4th Gen (97-01) Camry. If that's the only code you have, 9 out of 10 time, it's the failure of the VSV (Vacuum Switching Valve) connected to the charcoal canister which causes this code to arise. The charcoal canister is mounted between the rear wheels and behind the fuel tank. The VSV is nothing more than a small electric valve. Over time, the metal valve inside corrodes and get stuck. You can remove the only the VSV from the car to test and check if it operate by jumping 12 volts through it. If it clicks, it's working.

Even if it clicks, it's could still be clogged. You can clean it out with throttle body cleaner and blow air through it. Toyota OEM or Aftermarket VSV are available separately from the canister. You just have to check to see which version of the VSV you need since it varies by years and if it was built in Japan or US.

For example, here's a Dorman 911-601 Toyota Vacuum Switching Valve from Amazon If it used on later EVAP systems, 2000-01.

But, there still a chance that an internal failure of the charcoal canister itself caused the P0446. In which you might have to replace the entire canister.
