I would:

• use this 28" ball as a base.
  
• cover it tightly in multiple layers of plastic wrap ( Saran wrap)
  
• layer fiberglass strips on it and use epoxy resin.
  
• once the resin has cured you will be able to remove the ball.
  
• trim and fill as needed

My daughter received this bouncy horse when she turned one and she loves it. Still plays with it more than a year later.

Hey I think my kid has one of those

My girls got these for their first birthday and love them! They also got a few go go smart animals that they like carrying around (although they don't have much interest in the track yet) there are also cars. Books are always a good idea as well, and at that age they're just starting to be able to understand puzzles
