you could always ask the manufacturer as to the weatherproof specs, but I'm guessing if they don't even call it water-resistant, it probably isn't going to do anything for keeping you dry.

headlamp & tail light. i use these all fall and winter when the sun is down at 4:30 and up at 9 am. i also have a nathan reflective vest, but usually just wear a brooks nightlife jacket.

I have just started using this lightweight running jacket for night runs . Much cheaper than some of the ones you're suggesting, but depending on how cold it is where you're from you might want something a bit thicker. The best feature about this jacket is that it comes with pre-fitted rubber plug where a flashing LED can be fitted around £6/ $8. Definitely would recommend it.
