What you have there is probably fiberglass with a plastic moisture barrier wrap around it, it's still sold in kit form exactly like that. The only way to be absolutely sure is to have it tested, it's worth the $30 for testing a sample if you plan on disturbing it.

Insulate the tank and you should be fine. I have my 30g insulated with reflectix and it manages to hold around 80 F very well even in my super cold (low 60s) room.

Putting a towel over the tank helps too in the meantime, that brought my 10g setup from 75 to the low 80s right away.

Wrap your buckets in some insulated reflective bubble wrap. Saved me from having to buy a aquarium chiller for dwc.
