If your motherboard will support it you should check out this NVME. Costs about the same as, if not a few dollars less than, a similar SSD and compares to a 970 evo.

I have a corsair vengence 80+ silver 750 watt psu that was around $70, you wont need nearly as many watts but definitely go for something thats at least 80+ bronze (how efficient it is) and has good reviews, don't cheap out on it, definitely spend at least $50 and use an online psu calculator or the one in pcpartspicker to see how many watts you need (probably around 500 in your case will be plenty).

As for an SSD go with m.2 nvme since your motherboard supports it and its much faster. get something like this: https://www.amazon.com/CORSAIR-FORCE-MP510-240GB-Storage/dp/B07JW49VZD/ref=sr_1_7?keywords=250gb+m.2+nvme&qid=1565839521&s=gateway&sr=8-7

Which has sequential read/writes speeds over 2000MB/s much faster than the 500MB/s you get with 2.5 inch SATA drives. just make sure it says "NVMe" or else its the slower type of ssd. since you only plan on using it as a boot drive 250gb is enough. Other SSD brands that are good are samsung, crucial, sandisk, western digital etc. check the reviews to make sure people like it, also people post their disk speed benchmarks which is a nice way to see how fast the drive really is.

Another tip is to use pcpartpicker and check multiple websites for the components to find the best deal. Amazon usually doesn't have the best prices but it is a good place to see reviews. Newegg is a great site to buy from. Ebay is great place to find parts used (dont buy used hard drives or psu's but everything else is fair game).

Defiently try to get a used rx580 on ebay, its a great budget card that can easily be found under $150, sometimes as low as $100. A gtx 1060 6gb is another solid option in that price range.

I don't think you could notice the difference between SATA and NVME. That being said, coming from Xbox One's spinning disc drive, I decided to load D2 on this NVME M.2 so I would hopefully never freeze mid air while going to see Hawthorne ever again. It has great speeds and durability.
