EL Wire is awesome, and for the end you can just shape a plastic container to it, put a blue LED in there thats hooked up to a 9V battery. You can even buy conducting glue if you don't want to solder anything!

Typically for a costume like this I start at a thrift store, and find one or two pieces that I can build the rest of the costume on. I've found that if you have one (or two) focus pieces (cool helmet/hat, bandolier, etc.) that are really interesting and detailed, the rest can be more normal, especially in situations where people won't be poring over every detail in the costume.
If you want something in front of your face/eyes, and happen to have a store near you that sells plastic sheet (TAP plastics, for example, although you can get clear lexan from Home Depot/Lowes) and these can be bent fairly easily by heating and pressing around a form (for a curved face shield/glasses I would use a paint can or similar).
Other good source would be the movie "Blade Runner" and the concept art that goes with it.
I would imagine that the "elite" of dystopian society are under threat of assassination, so it might be worth looking at costume protective clothing (like the first pic in your diagram) and at portraits of Renaissance elites, like the Medici, who wore armored clothing.

It runs cool, and can be glued/sewn on to jackets or whatever.
The last tip I have would be when in doubt, silver paint + layers of clothing. It'll make you more visible at night as well!

the cost is 16 dollars for the dynamo, 13 dollars for 10 feet of elwire with an inverter already attached and about 10 dollars in parts from radio shack for the voltage regulation.
