I've run into the same situation. Some devices immediately regulate the 12V down to 5 or 3.3 volts for the internals. Some do not. Some have switching power supplies that take the 12V and convert it to other voltages too!
What you can sometimes do is use an LDO (low drop out) regulator for smaller loads. Baring this you are limited to a more complex setup. But the bottom line is that every device is different and some can tolerate voltage variations and some cannot.
So there is no one size fits all answer!
Here is an example of something I'd consider.
Just so you know, DC-DC isn't DC to DC. It's still DC to AC to DC. The 12v xA input from the battery is converted into high freuquency AC (so high efficiency when compared to an inverter) then rectified back to DC at the appropriate voltage.

Just remember the output voltage will be different if you adjust it with no load. Make a dummy load
