If having specialized gaming hardware is cheating, then gaming headsets (stereo or surround), gaming monitors (low input / fast response), and expensive networking equipment are also "cheating."
I don't, and wouldn't, fault someone for wanting to have the very best unless it was brazen game hacks. I'd also like to say that Call of Duty in the past sold specialized controllers that included some of the same features as a SCUF. FPS oriented controllers also existed for consoles before the Xbox 360. My first run in with one was the original Xbox. I thought it was super cool.

My buddy had one of THESE. It's not really a bad controller, but damn did it take some getting used to.
I had an N64 controller once that had a "slow mo" button which, when activated, basically just pressed the pause button really rapidly. It was really entertaining to activate it in the middle of Smash Bros games. Also resulted in more than a few bruises.
Say what you want about off brands but I was unstoppable at Halo when I was using this
I had a first person shooter controller for the XBox that did this. It also had a little HUD so you could reprogram button positions and invert the axis on either stick on the fly. Best controller I've ever used.

The controller is pretty fucking big, but my hand doesn't wrap around the whole thing.
I absolutely loved the controller, and always opted into using it until I got this fantastic controller, which I actually converted into a USB controller.
