I don't think Just Cause 2 is still only $2.50, it wants me to check out at $10.07, PC download only.
I believe right this moment it's on sale on Amazon.com for $3.74 until tomorrow (there's actually a bunch of game sales for pc on Amazon right now).
The DRM on Amazon says that it's for Steam, and I'm pretty sure you get a Steam key because last year I bought one of Amazon's bundle specials with JC and JC2, and they both had Steam keys.

Steam activated just put in an American adress and phone number and you'll be able to buy with your British(?) credit card.
Just Cause 2 is a crazy fun game. and right now is only $2.49 on Amazon. Worth a lot more than that.
