That was Amazon UK sale. In the US it's never been below $104. It's been hovering around $122 in the US or the past month.

I remember reading that this was the reason there would likely never be a Bluray release of the Star Trek: TNG, because it would take too long and cost too much. Apparently they've gone and done it anyway!
It is definitely worth buying TNG on Blu-ray. The show looks so much better! If you're hesitant to spend the dough consider buying the TNG HD sampler Blu-ray called "Next Level". They put it out at the beginning of the remastering project and it includes the excellent episode called "The Inner Light" (as well as the pilot and "Sins Of The Father". Here's a very inexpensive listing on eBay
If you decide to take the plunge they put out the complete series in a bundle which is cheaper than buying the individual seasons at retail.
As I understand it, this is the region 2 release. It does say all region, so it may not be locked, but that's my understanding. This was the North American one.
The NA one included certain special features that were originally BestBuy exclusive on the season series; I'm not sure if the Region 2 (green) box has those.
I suggest buying the UK region free blu ray version as it's cheaper (same with ENT):
