For the cooling, I have had a very good experience with this Tjernlund M-10 inline fan.

I doubt I require near the cooling you need (I'm running a 7x 1080 ti enclosed case plus some other network gear in a closet) but I can run the fan at about half speed with a variable switch and maintain the same temp as the HVAC thermostat.

I have a similar situation - two storey house with badly designed HVAC ducting. The air handler unit and return are both upstairs. More air gets dumped from the supply registers upstairs than those downstairs just based on their proximity to the air handler unit and having the return upstairs creates an air "loop" that never effectively reaches downstairs. Temperatures were uneven, and it took a long time to get cool downstairs in the summer and get warm downstairs in the winter.

Running the AHU blower 24/7 was not a good solution in the summer because it just dumped condensed moisture from the evaporator back into the house raising humidity.

So my solution was to add an in-line blower fan to the main 10" supply duct that goes downstairs. I've got it wired such that it comes on when the AHU blower comes on and goes off when the AHU blower goes off. Then I've configured the ecobee to run the AHU blower for 10 minutes every hour. This has solved the problem. Even temperatures throughout the house and humidity remains low in the summer.

It took a couple hours of work to install the blower into the duct and another hour to wire it via dry-contact relay. But the improvement in comfort is worth every penny!
