I'm a Network Engineer. I've been working with data networking for about 20 years.
I've been a technology professional for about 25 years now, total.

I play video games on PC.
GTA5, FarCry5, BattleField5, WoW, SKyrim... all that.

My gaming PC is about 8 years old, and works fine.

Don't get hung up on specifications.
Focus on capabilities.

You are apparently an InfoSec student.
You NEED to run Linux and probably dual-boot into Windows.

You NEED capabilities like Intel® Virtualization Technology (VT-x) in hardware, so you can virtualize Operating Systems efficiently.

That means you need an Intel Core series CPU, and you need a motherboard that isn't gimped by having that feature disabled in BIOS (most HP Pavilions have it disabled).

If you wanna run 2 or 3 Operating Systems at a time, you're gonna want 8 or 16 GB of RAM.
The exact DDR-speed of that RAM isn't as important as you might think.
So what if it takes one extra second to do a thing, if it saved you a hundred bucks.

You're gonna want plenty of storage.

Lots of consumer laptops are sealed shut.
ThinkPad T-450 can be opened up, and you can replace the HDD/SSD yourself.

No, the M.2. Only take 2242 sizes which(to my knowledge only goes up to 512gb, see link).
Regarding installation, have a looksie at this link.

 

However.. You can install a normal 2.5" 2tb SSD in place of your 256gb one. You could also get a ultrabay hdd caddy in place of your CDROM, further increasing storage capabilities.

So (to me) it feels like $900 is fair but of course the ebay listing allows people to lob in any bid they want (within reason).
