So … I have a TD-6 that's over ten years old. I was having trouble with the triggers not firing. Pulled the heads off, and yeah, the cones are squashed. I did the same searches I'm sure you're doing. Official cones are about the price you've found. Don't try contacting Roland directly - they won't respond.
I fixed my kit myself, for a couple bucks.
Go buy one or two of the thick yellow sponges meant for cleaning your car - like this one, thought I bet you could find even cheaper. Cut it to shape, maybe just a little too tall to ensure the head holds it down. Use double-stick tape to stick it to the piezo.
I have no idea how long this will hold up, since my practice is rather sporadic recently. But, it got the triggers firing nicely.
