I also have put horns on my bike:

Picture of the horns.

Test video. It's much louder than it sounds in the video. Much louder than a typical car's horns. I only use it for situations where I am not seen by a driver and in danger. Not for casual "fuck you, buddy" type of situations.

Originally I had this set up with industrial zip ties, but it was not a very robust setup, so I removed it before this past winter. The bike is currently sitting in pieces. When I reassemble it I will mount the horn components in a single, weather-resistant enclosure, with a quick-release attachment so I can take it with me when locking up outside.

The first few things that come to mind:

hella horns - if he's into that kind of thing. These are kind of hit or miss with different owners. Some think a wrx isn't completely without them and they're just the cats' meow. Others think that it's just a horn upgrade, who gives a shit? Personally, I'm still undecided.

rally armor flaps if he doesn't already have them. They're a bit over your $100 limit though.

I had these Hella Supertones on my Miata. As loud as any compact one-piece air horn, but sounded angrier, didn't have that little spool up time of an air horn, and even more compact: https://www.amazon.com/gp/product/B0030YWM0Y

Ended up putting the Miata into a wall, got a Mazdaspeed3, and have these Wolo boat horns now. Not sure about fitment in a Miata, but I bet you could do it if you got creative. They're loud, angry-sounding, and again, no reliability or spool-up issues like you find in a lot of air horns. They've been in for probably 4 years now. Only issue was a downward-facing trumpet tried to screw itself out of the base over time. A little loctite fixed that. https://www.amazon.com/gp/product/B0012ILZAI/

I would like some pointers on how to remove the bumper as well. I have to replace the grille as the chrome is peeling and while I'm in there I can replace the horns.

I found this on my Amazon, is it similar to what you used? https://www.amazon.ca/HELLA-003399803-Supertone-High-Tone/dp/B0030YWM0Y/ref=sr_1_2?ie=UTF8&qid=1498945566&sr=8-2&keywords=hella+supertone

If it's a newer Civic, buy some HELLA Supertones to replace the stock horn. By all accounts they are fantastically loud and there's loads of videos on YouTube if you need proof of that.

Another possibility may be to get some smaller paintball HPA tanks, regulate the pressure down to ~100PSI, hook it up to a solenoid valve, then try to hook it up to one of these car air horn kits.
