Not sure how you feel about buying it "used", but Ive had only good experiences on Amazon Warehouse Deals. The only issue I see is that most other sites have the part listed for $70 for just the igniter (the part in the picture), so paying OEM price may be your only option, unless you want to look into going aftermarket and doing some more work.

The LED's flicker because of PWM. In short, the power feeding them isn't constant DC, it's "pulsed" for a variety of reasons. You'll see people place the blame on the CANBUS, CANBUS is just a communications network. It isn't the culprit, but generally speaking if you have a CANBUS in a vehicle, there's a good chance there are PWM power feeds to various accessories.

You need to buy (or build) a set of LED flicker reducers. Similar to these: Xprite Flicker Adapters

Note that I'm not suggesting those are the best or the worst or the cheapest or the most expensive, they were just on top of the list when I did the search. Make sure whatever you get has the right connectors, unless you plan on cutting the connectors off and wiring them in directly.

You can make your own, if you can get hold of a set of capacitors with enough capacity.

You will need inline resistors to solve your problem, more than likely. The go between the headlight socket and the headlight. The manufacturer offers them.

LEDs require much less power than halogen bulbs do, so it throws everything out of whack. The linked part should solve your problem.

No, just an hid ballast for each light. You can get them pretty cheap off of Amazon. These look similar to the ones I have installed.

There are two parts needed for the LED upgrade. Links are below. As for if they'll fit a 2016 I'm not sure. Amazon will tell you though if you put your truck info into it.
