We have a similarly narrow balcony, though not quite as long (about 20 feet), and also south facing. Took forever to figure out what we wanted to do with it as most patio furniture is too wide to allow clearance space. We ended up installing this bar table set in the center:

... I can't say enough good things about this set. It's quite heavy and you anchor it on to the balcony railings. We get a ton of wind as our condo is on the top floor. This set does not budge. It also hasn't rusted or anything and still looks as good as new. The stools tuck underneath when not in use and there's plenty of clearance for people to walk behind. If our balcony was longer like yours, we might've installed multiple sets.

Then on the ends of the balcony we got two large Huron chairs with footrests from West Elm:

Hubby's faces the sunset and mine faces the city view. We put these at the balcony ends as they take up all the 3'11" space and allow no clearance.

Note if you like these chairs, Target and I think some other places offer a much cheaper knock-off of the small version of the West Elm chair. We wanted the larger chairs so we splurged.

Between the pub stools, chairs, and foot rests we can seat 6 people comfortably.

No plants and flowers because we get too much wind for that. To address the sun issue (it's lovely but can get too hot to sit out there) we got some sun umbrellas -- the kind that can attach to the back of a chair and that have articulating arms so you can move them throughout the day as the sun moves. We had looked at other options but this was a simple inexpensive and practical solution. As well as flexible, as we can also attach the umbrellas to the balcony railing if we are sitting at the bar table and want shade there. We can also take them down when the wind is kicking up. And meets HOA requirements (no permanent structures on the decks).

We considered many other options like futons and lounge chairs and bistro sets or a hammock (HOA wouldn't allow that) but ultimately the 3'11" width was the challenge. Measure everything you are considering and think hard about clearance space.

I have one very tall, elderly patient with bad knees, so he doesn't like to sit down and then wind up hurting his knees when he has to stand up again. He uses a patio (outdoor) height bar stool in his shower. Waterproof. He put crutch tips on the feet of the stool so they don't slip. Very cool idea. My knees aren't that bad yet, but I will remember his tip for the future.
