Since this is salt water I would be hesitant to get much of your truck in the water but you should be able to put the back wheels 2-3" under without risking damage to anything. A few extra inches could make the difference.
Also you could look at getting a slightly longer drawbar / ball mount. I have this one and its a few inches longer than this more common style.
FWIW I would be careful flooring your engine while on the trailer. That sounds dangerous, bad for the boat, and bad for the ramp. Can you not just shove off with a boat hook?

EDIT: Amazon is saying this won't fit my car - I'm guessing this is because the hitch set up wasn't standard? I don't know why it wouldn't fit otherwise. Here's a screenshot of the message.
Also, when you said you were looking for a bolt on hitch, were you talking about a ball mount? or the actual receiver hitch that mounts to your vehicles chassis?
there's a pretty big price difference between the two.
