This is a moen positemp. Evidence is the circular shaped stem with flat sides. Also the direction and amount of rotation it has. Also the symptoms are what happens when the internal balancing valve fails. It prevents scalding.
It is most likely corroded on the stem, use a handle puller to remove.

After removal of the trim you will see this

Remove little metal clip. Then use this puller to remove stem.
