I played Blood Dragon itself on this guy and it's awful because the enemies are too small. Games designed for a low resolution, like DOOM, work great. Retro styled games, like Super Amazing Wagon adventure, Organ Trail, and Retro City Rampage, work great, as long as you turn off their built-in CRT effects. CRT-on-CRT action is not nearly as exciting as it sounds. Emulation, of course, works great. I used this Sewell VGA to Composite adapter, and I've noticed almost no input lag, at least compared to my big LCD monitor. Mostly I use this as my secondary monitor for playing youtube on. It works great for that.

The device to create a signal for your TV tuner is called an "RF modulator". However, using HDMI or VGA out of your computer as input to the RF modulator is also tricky, and basically requires another device that converts to something like a "composite" signal. The most common cheap RF modulators won't do UHF; they do VHF on channel 3 or channel 4. Here is an RF modulator that can also do UHF:

To first convert VGA to composite:

I found one box that perform both steps in a single unit, but the RF modulator is a cheap one, and only supports VHF channel 3:

You need a vga to composite video converter and an RF modulator. I’ve never seen them packaged in one unit.

You take the two units and daisy chain them, hooking the ‘coax out’ of the RF modulator to the TV. Then you turn the TV to channel 3 or 4.

It will look like crap. 640x480 resolution is highly optimistic, 320x240 is more realistic. Several resolutions will work but the quality of the display will make the finer details disappear.

Results will be highly dependent on the content, viewing distance and expectations. Low res photos will look ok if you stand back a bit. Text will not be legible except with large font sizes.

Good luck, here are some sample items like what you’d need.

For now I'm going to use one of my encoders to vga, then one of these external vga to TV converters.

That's a lot of converting between source and monitor, but hopefully it doesn't produce a noticeable downgrade in quality.
