You can pull all 4 valve stems out. He'll immediately lose all tire pressure and you didn't actually damage any property. But you inconvenienced the shit out of him.
That person would have come out to four flat tires. I keep a tool in my car for such occasions. It removes the pin inside the valve where you air up the tire. And once its removed, no matter how much you fill it up it will just empty out just as quick. Its a major pain in the ass to deal with. And doesn't damage the tires at all.

Leave them a polite note informing them that the next time they do it you will remove their valve stem cores, which you should then duct tape to the sidewall of their tires for them to put back in at their leisure.

It's 100 times easier to just unscrew a valve core, just enough to let the air out, then screw it back in.
