I love love the side-snap shirts. I went for the Carter's 5 pack, but just noticed on Amazon that Gerber has a 3 pack for $8.99.
The Carter's line for Amazon, Simple Joy's by Carter's, has a lot of solid body suits and solid/plain stripped pants. Not everything is plain, but I've found that the line on a whole is fairly simple. I have a baby boy, so I haven't graduated to toddler clothing yet. But I did a quick look at the style seems simple and straightforward in the toddler sizes as well.

I liked this one as it's just simple stripes.
These are ok too as a long sleeve option. I tend to dislike cartoon animals on baby clothes but these aren't terrible since they're more of a pattern than a graphic, if that makes sense.
Edit to add: primary.com is excellent as well. All solids and stripes, basically. You can search by color, too. The fabric quality is excellent. They're more than I like to spend, usually, but the quality is worth it. They're having a 40% off sale right now for the holiday.
I am a gigantic HP nerd to the point where my family asked me to please buy other clothes for my baby besides the Harry Potter ones that I had flooding my baby registry on Amazon (I have plenty more 😉)

I agree with the suggestion to consult your state's Early Intervention services, but as far as the undies issue... if you want to find underwear that he will tolerate what about thin cotton shorts? I am finding some in "baby" sizes like these or these. I'm seeing plenty of 2T size boxers on amazon too -- perhaps if he isn't quite fitting to 2T yet you could try to shrink some...
ETA: These are technically girls "boyshort" style undies but also look like they are comfy, sz 18-24mo.

Mom of a long skinny dude here - I love the skinny jeans from Children's Place. I've bought these in 6-9, 9-12, and now 12-18. They've all fit better than any other jeans I've tried so far. Same with these Simple Joys by Carters - I literally just keep buying the same pants in a bigger size every time he outgrows them by length.

The make both onsies and two piece sets(without feet). Our favorite pjs by far.
And the two piece sets last for ages. My 4 year old still wears hers we got her at 18 months.
My son is almost 4 weeks old. We probably go through anywhere between 3-8 outfits a day. But we have TOO many newborn clothes. I kept getting reassured that he'd probably be a small baby (I only gained 15 pounds), so we picked up some more NB sizes. Boy came out 8 lbs 2 oz! There are outfits he never wore. I really wish I had more 3 month sizes because I think they can stretch out for longer periods.
Also, I hate onesies. Dealing with putting anything over his head is a pain in my ass, and makes him fussy. My favorite outfits are the side snapped ones. MORE of those! He needs something to allow his umbilical cord to breath so it dries out. Onesies are not a good idea that first week.
So whenever you see side snaps, buy them!
Also, footed pajamas. More of those! We probably go through 2 or 3 of those a night. Zippers are easier than snaps with a squirming baby.
I put my son in a lot of short sleeve/long pant rompers at that age too.

But honestly, she probably just needs to process it since it wasn't what she was expecting. If you share stories of hectic things you put your mom through when you were a boy (assuming you're a guy), it would be just as comforting as a gift.
We are as far north that we are practically in Canadian. For our kid we have her wear baby hats to keep her head warm and a car seat cover does well. They do have snow suits for babies 0-3 months and up if you are going to play outside. Just don't put them in the car seat with a jacket on it compromise the safety by not allowing the seat belts to be as snug around the baby. Since my baby is only 2 months we just have her in long sleeve outfits with pants, socks and hat. And we then have the cover over the car seat which keeps the wind and cold out when going from outdoors to indoors.

H&M had a brand that had 18m sizes. Also, if you have a china town or Asian shopping mall near you the import clothing brands are usually sized much smaller than clothes intended for "western" markets.

Once my son hit 6 months we couldn't find footie pj's to fit him because they were all those slim fit ones that were soooooo long and sooooo tight.
These fit like infant pj's but you can get them in larger sizes. He's been wearing them for months and they hold up great. They're not wonderful for walking in as the feet aren't super snug and they tend to slide around but they're great for sleeping.
