It's up out of the way to prevent it from scraping on rocks.
It's angled downward to let any water drain out of it instead of corroding the terminals.

Trailer harness plugs
You can find two pin plugs as well. I used one for a simple fan in an old computer.
Best yet is they are made to seal well, and rated for several amps at 12 volts.
