Honestly, you're not gonna find a low lag monitor at that size. If you're really wanting the lowest amount of lag as possible, I'd recommend the BenQ RL2460HT. It's what I use myself and probably one of the best monitors you'll find for fighting games, and gaming in general. The built in speakers are kinda shitty on it though, so I'd get some external speakers for it as well, if you decide to get it.

I bought a BenQ RL2460HT about six months ago and I absolutely love it. I bought this solely for gaming. I only game at 1080p (mostly console), and response time was crucial. It has 2 hdmi ports which is really nice. It also adjusts up and down to a proper viewing height as well as turns sideways (not entirely sure why). Right now I use it as a second screen for my 27" iMac and then have my console hooked up to the other port. Picture is awesome in my opinion, extremely crisp with <1ms response time. I have a small desk and anything larger than 24" (for gaming when I have to see all corners of the screen) would be too big for me personally. I can also vouch for the RL2455HM, I have used that one for a week while visiting a friend and the picture was just as good as mine.

I can't say enough good things about this monitor. However if you wanted a bigger size, 144z, 1440p, etc. This is not the monitor for you. But for $230 on Amazon right now, I highly recommend it.

I need to play some IB with you after we win the clan war this weekend. I might try and just grind out IB rank 5 on Monday when the XP is insane.

I bought this monitor back in September when Destiny came out and absolutely love it, it's absolutely great for FPS. Scroll down and read about all the bells and whistles it has, but I remember just plugging it in and it was already good to go.

Bought this one for my Xbone and I'm super impressed/satisfied....plus my K/D for One Shot in Call of Duty greatly improved ;) also has a nice setup for streaming w/ hdmi out if you ever wanted to go that route

This is a little bit over your specified budget, but I do know that the gaming monitors used for EVO and Capcom Cup set-ups was the BenQ RL2460HT if that interests you. -- it doesn't have an IPS panel though. The two options you have listed are pretty solid too. Good luck choosing!

Lower Response Time and Input Lag on Monitors. Unless you plan on playing Competitively in Multiplayer it isn't really necessary.

Also, 20in is a bit small, 24in and 27in are usually the preferred. I reccomend the Asus VX248 (I have it) or the BenQ RL2460HT.

I'd really reccomend BenQ's, they're great if you like monitors with sturdy stands and tons of embedded customization settings. I have their XL2411 24", a 144HZ 1ms monitor by them.

Not sure how others use the LGP tbh. I have a Benq with an hdmi out which goes straight into my LGP for no hassle. I know Gimr uses a Blackmagic Intensity Shuttle (USB 3.0 or thunderbolt) to convert component source to composite for play on a regular tv, though not using it for direct capture.

You are placing to much value and very low quality parts (headphone jack and speakers) monitors come with. Monitors within your price range which can be rotated use TN panels which look horrible when rotated=no point.

The HP 23 Envy has built in Beats speakers which are better than the horrible speakers monitors usually come with and uses a glossy IPS panel with much better colours and viewing angles than TN panels.

If you really want a height adjustable stand, you can buy a BenQ TN panel, but it will look awful when rotated:

Both will work perfectly with consoles, however, if connecting to a laptop with a Nvidia gpu via HDMI, you will need to use a patch to fix the colours:

There is the monitor that I use with my PS4. It is a BenQ and features many extras besides a 1ms grey-to-grey response time. It's $209 so, not expensive.

My favorite features with my monitor:

FPS Mode, you obviously select this for Black Ops 3. It enables the first-person shooter features within the options.

Black Equalizer, which brightens dark areas without washing out the overall brightness. Making it easier to see players hiding in corners.

Instant Mode, this automatically turns on with FPS Mode. Does what it sounds like it should.

Low Blue Light, is like wearing a pair of Gunners. Helps reduce eye strain.

AMA, I forget what this stands for but I know for a fact that you want it set to High and not Premium.

HDMI RGB PC Range, make sure you change this from RGB(16-235) to RGB(0-255) no matter what monitor you decide to get. And on your PS4 Sound and Screen settings, within the Video Output Settings, change your RGB Range to Full! This will give you more colors to work with, resulting in a better overall picture.

HDMI Out, yes it has an output HDMI port for streaming. One less cable, and less delay. Cool, right?
