The lowest Amazon price was $299 last year. I'd say this or something better will go on sale again this year but this is certainly a good monitor if you have been waiting on it to go on sale. Also note that there is currently a warehouse deal for $333 on Amazon that appears to just be repackaged. I'm also fairly certain that you are going to be paying tax on both Costco and Amazon.

i think this one looks pretty good. It is in your price range, not to old, supports hdmi 2.0 for streaming 4k content and 5ms response time.
Check out the LG 27UD58. It has freesync and a fantastic panel. It's by far the most reasonably priced 4k IPS monitor and it's very good.
If you want thinner bezels and/or more extra stuff, the 27UD68 could be a good choice too. AFAIK it has the same panel.

I would get something with FreeSync. I believe Scorpio will have FreeSync support if you ever get a PC with an AMD graphics card you can utilize this monitor on it too.

basically what I am saying is that:

I think you are underestimating how expensive pixels are.
A cheap 1080p TV can go for <$100 new, a cheap 4K TV (~4x the pixels) can go for maybe $500 ish new.

hmm i think 400 is riight on the cusp of two price points... the monitor OP picked is solid, 1440p IPS. The next step of improvement would be 4k IPS, and those are typically pricey but every once in awhile they drop into the sub-400s with refurbished models like this one EDIT: jk not adobe rgb oops
Just a heads up you can try this monitor. It is also freesync and 4k but it is also an ips panel so you will get better colors and viewing angles.

These are all moderately priced monitors under $300. There might be better monitors and if you need specific functions they might not be " the best " but for the price I'm pretty confident they are passable unless what you will be using them for requires super low response times or 99.5% color accuracy etc.

I'm not aware of any games on the pro running over 60fps but I could be wrong.
Another thing to consider that I didn't factor into the selection above is HDR. Dunno if Rocket League supports it but assuming you're tempted to check out a game that does have it, you'll regret not getting a display that supports it.

Sadly r/monitors does not provide console gamers much love sometimes, but as I've now done the research to be at least a little knowledgeable I'll share what I know.
So the short answer to your question is what you're looking for does not exist in your price range. This is because what you're looking for is a 4k monitor with true HDR at 60 Hz. Those run in the $600-$800 USD range.
The good news is that if you're willing to make a few sacrifices then you may be able to find something.
A bit of knowledge for you, consoles wont output anything over 60Hz so getting a 144Hz monitor is useless. That saves you some money.
Sadly the monitors with "fake" HDR are out of our price range (I've been looking for three months for the same thing you're seeking). Those run $450-$500.
So were left with a 4k monitor running at 60 Hz. I'll link what I've found in our price range. That seem to be worth anything.

The ASUS monitor is a TN monitor so the colors will not be as vibrant but the performance will be better which is what you're looking for in FPS games. The LG is an IPS monitor so it'll have the opposite.
I will be getting the ASUS. Having missed my opportunity earlier this week, I'm waiting to see if Monday brings the price down below the $300 USD price hold again.

I've read your forum of reviews and you seem very well versed in the subject. It just can be an overwhelming amount of information.
With a use case of work of app developing and occasional single player gaming, is there any significant benefit for a lot of the monitors on your list over the LG 27UD58 at it's $299 price point? I'm not going to be editing photos or media, so the minute differences in color accuracy may be lost on me. I just want a significant upgrade from my current main monitor (which is a BenQ 24" 1080p TN panel). My budget ceiling is in the ballpark of 500, but I'm trying to understand what, if anything is a big difference between the low and mid end of 4k IPS monitors and get the best bang for my buck.

Hello OP. I've thoroughly read your request and provided a build that I think would be suitable.
I imagine you'll be decommissioning your old mac and want to relocate all the drives. I made sure the motherboard/case can support up to 8 SATA drives at once. This way you can move over as many hard drives/SSDs as you'd like. As a result of this I have omitted a SSD, however if you need to add one I would recommend: ADATA Ultimare SU800.
I also omitted the 4k monitor, since my monitor knowledge is limited, however I would recommend the following as an entry level 4k monitor: LG 27UD58-B 27" 4K UHD IPS Monitor.

I’m ok with some overkill... she’s my baby sister, the youngest of us, and is graduating. She’s pretty serious about she wants to do, far more so than I was about anything at that age lol. I don’t mind spending a little extra on her on this one occasion. I see it as an investment in her future. Plus she may be able to use it to make a little money while in school with some freelance art commissions or graphic design I dunno, but I’d like her to have options to do that sorta thing and more. She’s slightly undecided about which specific direction she wants to go and is gonna start college with general education courses before declaring a major. This is one of the reasons everything I said is a bit scattered in terms of its usefulness for any specific thing. Also I’m a gamer not an artist/animator so I don’t know much about what is useful for animation.
If the Ryzen 7 is more than enough I will definitely stick with that. The next lowest cpu isn’t that much savings so there isn’t much reason not to get the 7. I will avoid skylake x and TR tho and spend the money elsewhere.
One of the reasons I wanted to go 4K is because I know at least with gaming anything over 24” in 1080p you start to see the individual pixels in the screen and I figured for art she would need more clarity. I was look at this LG monitor as it’s color accuracy is said to be great in the reviews, but perhaps that’s only for general purpose use and not art? What specifically should I look for in a monitor, both in 4K and 1080p? How necessary is two monitors? Like how specifically do you use it to your advantage? What would be your ideal monitor setup? Desk space might be minimal so dual monitors or a single monitor over 27” could be tricky, I’m not sure.
I probably can’t afford a cintiq without sacrificing heavily in other things as I don’t see any under $1k, but what about a cheaper alternative brand like this? or perhaps you can point towards a more affordable cintiq that I missed?
Lastly, I forgot to ask about ram. Was planning on 32gb 3200mhz ram, is that adequate? Or if 16gb is good enough I can put that $ towards other stuff, but 32 seems to be the magic number.

I use this monitor with this cable. You'll need to use two cables, one for the monitor and a separate cable for laptop charging, but it's about half the cost of the 4K LG monitor Apple sells. You can also make it a little cheaper if you choose a cheaper monitor like this one.

And by the way, that Samsung monitor is a TN as well. If you can spare the extra $40, I think this would be a better investment. Just a heads up though, you'll probably need to bump the resolution down to 1440p in games cause the 580 can only get to about 30-40 FPS at 4k, while it'll have a much easier time punching in above 60 (about 70-80) at 1440p with some graphical settings tweaked here and there.

When I check Amazon’s TV department for a 4K screen with 32” or less diagonal size I get three results. A 100” tv. Nope, too big. A 40” tv. Still too big, but doable if I had a bigger desk. Yes, if you do not game, the high refresh would be nice, everything would be slightly smoother, but ya, very unnecessary. Definitely skip GSYNC.

I might suggest you reconsider 4k. It is a much more 'standard' resolution, meaning panels can be shared with TVs to lower the overall cost. In many cases you can get a nice 4k for not much more than a 1440p panel and in some cases cheaper:

That should give you everything you want, except for hdr. 300-350 for the monitor it looks like. If you want to go bigger and get hdr, save up for the 55 inch ks8000 imo.

You really don't need to lecture me about how PC parts work, it's literally what I do for a living. The reason I mentioned the 980 Ti is because a) it's germane to an actual, known setup used by the Forza engine, and b) the performance of that GPU is extremely close to Scorpio's capability according to Microsoft and multiple other reported sources working on the system. Whether it's AMD or NVIDIA is functionally irrelevant - if anything, an integrated solution at the same performance point is more likely to meet the 2160p/60fps threshold since Turn 10 is optimizing down to the bare metal of a single hardware configuration. As a general rule of thumb (based on performance between Motorsport and Horizon 1 on 360, and the united Forza Engine between Motorsport 5/6 and Horizon 2/3 on X1), you'll optimally get 60 fps on Motorsport and 30 on Horizon - they halve the framerate to double the rendering window so they can effectively stream all the additional open-world assets (like textures and free-roaming drivatars). If we were talking about jumping Horizon to 2160p/60fps, there'd be a valid discussion here, but we're not. They've already proven they can hit a baseline of 60fps in Motorsport on the same hardware that Horizon is doing 30. That's why I mentioned the 980 Ti.
4K monitors do not cost $2000. You can get a 60hz one right now for $400. Here's a brand new one from CES 2017 for $1000 that includes HDR over HDMI (a first for monitors!). The only one that's projected to hit $2000 is the 2160p/144hz/G-Sync/HDR-over-DisplayPort AU Optronics panel, which is chock full of features that are unnecessary for consoles. And by the way, 2160p gaming looks pretty damn amazing.

If refresh rates above 60 are unimportant to you, then go for 4k. I just purchased a PA32UC and it has amazing QC and build quality, for a price premium of 2k. When not editing/viewing 10 bit content I don’t have HDR enabled.
If you don’t want/need HDR or 10 bit color, 4k can be a lot cheaper than that.

4k resolution as you seem to prefer quality over smoothness (144hz+). Comes with Freesync but that is ignored as you don't have AMD cards. IPS for rich colours, not just brightness.
