Your mom's dog needs a haircut for sure. At the length he's at in the pics you provided it very difficult for owners to keep them tangle free--even with daily brushing. I recommend asking the groomer for a half inch puppy cut with a three quarter inch face. Cute, lower maintenance groom.

Once he's groomed, his coat can be maintained fairly easily with a slicker brush and metal comb. Strategy is to use the comb to locate mats and tangles, use the brush to get the mats and tangles out, and then check your work by running the comb through it. Super simple in theory, but it takes practice and a bit of dedication.

What most people do is avoid using combs because it's the thing that snags the mats and causes the dog to yelp. Instead they use the brush which glides effortlessly across the surface of the coat, leaving the mats and tangles intact below.

Regular haircuts every 6 to 8 weeks will make at-home grooming a lot easier. After 12 weeks or so it becomes exponentially harder, and shaves become almost inevitable after 16 weeks or so.

If you do want to take care of the dreadlocks yourself, then you need something like a serrated nine-blade dematting comb. The deshedding tool you linked to is the kind of thing we only use on short or plush coated dogs with lots of undercoat.

I own and love this comb and this looks very similar to a fantastic comb one of my coworkers uses.

For slickers, Les Poochs makes some pretty awesome ones - their red one is amazing at dematting! Unfortunately they're also really expensive! If you don't mind spending, the Pro Brush (F/F) would be the way to go. If you're cheap like me, this has very good reviews and should perform acceptably as well. I personally like flexible slickers, so I recommend them.

Truthfully I seldom use undercoat rakes. A high velocity blow dryer (k9 brand is good - don't bathe at home without a blower, it's a good investment) serves the purpose for me both with my own dog and with the dogs at work. Still, if you want an undercoat rake, stay away from things that have blades - Furminators, Furminator knock-offs, Mars Coat Kings, coat king knock offs. There's a time and place for those but I would not personally use them on a spitz of any breed. Something like this will do. I also like shedding combs though I haven't found one without a handle yet.

Additional stuff: you need a good pair of nail clippers, and I also recommend spray like The Stuff or Ice on Ice to keep things feeling nice and fresh.

I'd look in to getting one of THESE as they have the teeth that "float" in the handle and allow the mats to break up. Once you've done that, you can use a slicker brush to fluff out their hair.

My boys are strictly indoor as well. There's still time I hope they get their floof soon they will need it more than my boys!

we usually catch the matts fairly quickly since we brush daily so we don't have to cut the matt away anymore. It was a learning process for us because we used to just take a simple brush like this

When u remove the matts using 1. I hold onto the skin before attacking the matt. It will bother them less and hopefully make it easier for you! that comb really helps remove matts pretty easily.

He loves getting scratches and massages so we use 4 to loosen and get rid of any loose fur since he also sheds more, then just brush with 3.

If it's dried on and crusty it's definitely harder to get out. My go-to tool is a flea comb. I use it while she's in the bath and all soaped up (the soap makes the gunk slide off her hair easier). The teeth are small enough that it gets all the gunk out and that specific model that I linked to is the perfect size for combing with one hand while holding the pup's face still with the other. If your dog won't let you do it, try feeding them treats while you play with the hair around their face and work your way up to using the comb.

I would recommend this comb - it's not very expensive but I find it does the job well.

I would also get a small slicker brush.

I've never groomed a Shih Tzu so perhaps if I'm wrong here some can correct me but I would suggest getting a conditioning spray and lightly mist the dog before you brush as it will help to get any mats and tangles out easier. I use it all the time with my Samoyeds and it really does make the job easier.

Best advice I can give is stopping it at the source.

I recommending getting a nice fine tooth comb for them, and giving them a good brushing at least once a week. This will prevent the problem at the source. Most cats enjoy a good brushing, or at least will put up with it.

If you have a long haired cat, you can take it to a groomer during the summer time. We get the "Lion" cut at least twice a year for our Himalayan. That'll run you about $40-$50 a visit.

You can install these or something similar around your place where your cat(s) hang out (wall corners, chairs, table legs, etc) . It'll help collect hair, and the cat will enjoy it.

Beyond that, leather furniture and hard wood floors makes clean up easier. A damp Wash cloth, and a good vacuum with different attachments will go a long way, and the occasion lint roller will help.

Couple things:

-Be very careful with the Furminator. It's very easy to "rake" the skin and cause damage when used a) too much, b) improperly. They can break the fur in the coat(as you're seeing, that is probably what the "rough" feeling is). You can actually also bald the cat by using the furminator too much. Out of all brushes, Furminator brushes should be used the least.

-Kong Zoom Groom. Awesome, awesome, awesome for short haired cats. You can just brush away with this forever. The hairs get pulled up into the rubber spikes. Cats seem to really love it as well, it feels like a fun massage. Over time(a long time), the spikes will dull down and where out into little nubs and at that time you need to replace it.

-Slicker Brush. Some cats hate these. It's especially useful for areas your cat cant reach(base of tail if overweight, etc) to prevent mats(When my cat was fat she used to get one mat at the base of her tail, shes short haired). It can help with shedding as well. Some cats also love these, like my weirdo, she likes to rub her face all over it. Don't go crazy with this brush, either, or press too hard, it can have the same effect almost as a furminator in the way that it can brush burn the skin. A couple brush overs of the whole cat is good for them and helps distribute oils throughout the coat.

-Your typical comb. It looks like it's of no use with a short haired cat, but I actually find it very useful in helping deshedding the cat. Also helpful in getting the after-brushing loose hairs off the cat.

Hopefully this helps some! If you have any questions feel free to ask, I am a cat/dog groomer. :) Also keep in mind, food can impact a cats shedding as well. Low quality foods = a cat who sheds more. There are exceptions to every rule, but that's generally how it works. You can also put additives in their food like salmon oil, etc, to help with their skin and coat but that's a whole other tl;dr.

Honestly, the best thing I've found is to use a dog comb similar to this one:

The furminators will cut/shred the fur and my dog finds them a bit uncomfortable. The combs get that soft, pillowy undercoat you are talking about and help with the tangles and matted fur that seems to accumulate.

I have a part-Maine Coon cat who used to have a butt cleaning issue. I had her professionally groomed with a "Sanitary" cut twice (2" wide kitty brazillian-ish buzz cut like /u/DancesWithElectrons said) 6 months apart, and when the hair regrew it was less thick and she could handle it herself, mostly.
For her occasional issues, I don't use wetnaps. I bought a $10 bundle of cheap white washcloths. She'll tolerate a warm, damp washcloth if I wet it down and wring it out before using it. Then I wash the washcloths with bleach in my normal bleach laundry load.
Also, furminators are kind of rough on a cat. Mine hates furminators, but she'll tolerate a dematting comb on the backs of her legs.

I feel your pain. My girl Momo is a Maine coon mix and--until we moved to a warmer climate area--used to have horrible shedding periods twice a year. This won't help you with existing mats, but if you haven't tried using one of these types of combs on him once a day or so, I'd recommend it. Keeping to once daily combing stopped the mats from developing in the first place. She's not quite as old as your fella yet, but she's getting up there (12)!

For mat removal, I recommend this comb, but only for those that aren't right up against his skin. That way I can hold the clump of hair at the base of the cat's skin, so she can't feel it pull. Don't pull at the entire mat all at once--get the hooks into the middle of it or so and it should loosen and come apart bit by bit.

For mats that are closer to the skin, I honestly go in with my fingers and a pair of child safety scissors. I cut directly into the mat, then pull loose (gently) what I can.
